Biography

Gabor Halmai is a professor of law and director of the Institute for Political and International Studies at Eötvös Lóránd University, Budapest, as well as director of the Hungarian Human Rights Information and Documentation Center. He has published extensively in English, German, and Hungarian on problems related to human rights, judicial review, freedom of expression, and freedom of association. One of Hungary’s most distinguished scholars of constitutional law, Halmai was formerly chief counselor to the president of the Hungarian Constitutional Court, Laszlo Solyom, (later president of the republic), and has served as vice chair of the Hungarian National Election Commission. He received his PhD from Eötvös Lóránd University.
